WebIt sounds like a sealant, information isn't exactly easy to find. Sealants are pretty easy to remove, a polish will take care of it quickly for sure. If clear coat from a body shop is flaking off in a year, I'd suspect they messed up. u/rantlers is a really information paint guy around here, maybe he can enlighten more about that.
